Fact Sheet: Managed Care
In the face of threats to quality and access, Citizen Action took the
lead in getting one of the strongest managed care consumer protection
laws in the nation enacted in 1996: the "Managed Care Bill of Rights."
In 1998, Citizen Action played a key role in strengthening those protections
by winning passage of an external review law, so that HMOs will no longer
be judge and jury when a consumer is denied care inappropriately. We continue
to monitor HMO compliance with state laws and to get a real Patients'
Bill of Rights passed in Congress.
