Lea Webb and Sean Massey Serve on Binghamton City Council On Monday, January 7th, Lea Webb and Sean Massey were sworn in as members of the Binghamton City Council. Both Citizen Action endorsed candidates, Lea and Sean's elections to the Council will mean great advancment of an agenda supporting racial, social, and economic justice in Binghamton. Lea's election to the Council is historic as she is believed to be the first African-American ever elected to office in all of Broome County. Webb makes history as she takes 4th district seat
